PPROBLEM TO BE SOLVED: To calculate the height of a structure on a radar image and to identify a feature on the radar image. PSOLUTION: A radar image display section 110 acquires radar image data from an observation information database 192 and displays an image on an input/output terminal 191. A lower end line specifying section 120 and an upper end point specifying section 130 acquire the lower end and upper end of a structure on the radar image specified by a user through the input/output terminal 191, based on the displayed image. A height registering section 140 calculates the number of pixels between the lower and upper ends of the specified structure, and calculates the length on the image of the structure by multiplying the number of pixels by the length per pixel. The height registering section 140 then calculates the length of the stereo of the structure, based on the length on the image and observation information such as an attitude of the radar in radar observation. A feature identifying section 160 acquires the height of the structure of the known feature from a known feature information database 193, compares it with the height of the structure on the radar image, and identifies the feature on the radar image having the structure.
