PPROBLEM TO BE SOLVED: To more quickly and surely notify information about a disaster when the disaster such as an earthquake takes place. PSOLUTION: When an earthquake takes place, a server 500 of a disaster information providing organization calculates the scale (seismic intensity) of the earthquake, reaching areas, or the like and transmits the calculation result as earthquake information to a disaster information distribution server 200. In the disaster information distribution server 200, an earthquake reaching area base station determining part 202 determines which a base station 300 is, which is located at a position whose seismic intensity becomes a prescribed level or more on the basis of earthquake information received by an earthquake transmitting and receiving part 203 and information about base stations 300 stored in a database 201. The earthquake transmitting and receiving part 203 transmits the earthquake information to a base station distribution device 310 of the base station 300. In the base station distribution device 310, an information transmitting and receiving 302 performs simultaneous multi-address transmission of the earthquake information received by the earthquake information receiving part 301 to mobile communication terminals 400a to d connected to the base station 300.
