PROBLEM TO BE SOLVED: To provide a hydrolyzed collagen derived from fish scale, imparting the hair with luster, moistness, smoothness and combing easiness and imparting the skin with excellent moisture retention and smoothness similar to the conventional hydrolyzed collagen derived from bovine hide or pig hide by compounding to cosmetics and emitting little animal smell in contrast to the conventional hydrolyzed collagen derived from animals.;SOLUTION: Fish scale is hydrolyzed with an alkali agent, the obtained hydrolyzed liquid is filtered and the filtrate is hydrolyzed with a protease to obtain a hydrolyzed collagen derived from fish scale and having a number-average molecular weight of 200-5,000.
