A needle for intradermal administration of a substance within the skin comprising means for limiting the penetration of the needle into the skin and having an exit orifice having an exposed height positioned relative to the means that limit penetration, such that when the needle is inserted into the skin at a depth determined by the means that limit penetration, the exit orifice is at a depth of about 250 µm to 2 mm and within the intradermal space, said depth is sufficient to allow the skin to seal around the needle when used and substantially prevent the loss of substance on the surface of the skin.
