The plate (12) has a metal plate provided with surfaces, where one of the surfaces defines channels and a contact surface, which possesses a surface roughness that is defined by points and valleys. A portion of the valleys is filled with an electrical conducting material e.g. carbon, and the contact surface is designed such that it stands in contact with an anode diffusion layer (30) or a cathode diffusion layer (34) of a proton exchange membrane fuel cell (10). The plate is made of metal e.g. stainless steel, nickel-based alloys, titanium and nickel. An independent claim is also included for a method for forming a metal bipolar plate.
