The arrangement (6) has a proton exchange membrane (3), a gas diffusion layer (4), and a set of catalyst layers (5, 7, 8) is arranged between the proton exchange membrane and the gas diffusion layer, where the set of catalyst layers comprises carbon nanotubes (2). Each of the carbon nanotubes is provided with a diameter of 10 Nm to 50 Nm. Each of the carbon nanotubes is arranged with a length ranging from 1 micrometer and 20 micrometers, where some of the carbon nanotubes extend themselves inside the gas diffusion layer. The carbon nanotubes are provided as tubular hollow bodies with carbon walls.
