PPROBLEM TO BE SOLVED: To provide a resin composition for forming a low thermal conductivity film, which can form a film excellent in mechanical strength and having a low thermal conductivity. PSOLUTION: The resin composition for forming a low thermal conductivity film comprises low thermal conductivity particles and a matrix molding material and is characterized in that the low thermal conductivity particles are meso porous silica fine particles prepared by: cohydrolyzing a tetraalkoxysilane and alkoxysilane having an amino group in the presence of an alkali in a mixture liquid comprising a tetraalkoxysilane, the alkoxysilane having the amino group, a quaternary ammonium salt cationic surfactant, a polyhydric alcohol having two or more hydroxyl groups, and water, to produce spherical silica nano particles having meso pores on the surface; and then extracting the quaternary ammonium salt cationic surfactant from the particles with an acid solution.
