PROBLEM TO BE SOLVED: To surely search a safe guide route by obtaining real-time actual measurements indicating local weather information and disaster information on a searched route.;SOLUTION: The on-vehicle navigation device 101 transmits local environmental information about a current location to a navigation headquarter device 102 every predetermined time, searches and sends a tentative guide route as question information to the navigation headquarter device 102 in response to a command from a user.
