An inhibitor of cell migration, invasion, and angiogenesis through inhibition of PTK 7 (protein tyrosine kinase 7) protein function is provided to inhibit cellular infiltration and adhesion and activation of PI3-kinase, Akt, FAK (focal adhesion kinase) and paxillin. An inhibitor of cell migration, infiltration or angiogenesis suppresses the function of protein tyrosine kinase 7 (PTK 7). The inhibitor contains soluble PTK7 fragment having extracellular domain of the PTK 7. The minimum active fragment of the soluble PTK7 is 31th to 409th or 327th to 409th amino acid sequence of the sequence number 2 (SEQ ID NO:2). The inhibitor contains small RNA sequence which mediates mRNA specific RNA interference. The used cell is vessel endothelial cell.
