The device (1) has blocking and reciprocal blocking units (9, 10) respectively integrated to association and reciprocal association units (7, 8) that are interlocked with each other along a direction perpendicular to a transverse axle (6). An elastic stress unit (11) joins the units (9, 10) against each other to block the rotation of units (7, 8) and to lock the units (7, 8). The units (9, 10) disengage from each other under the effect of threshold torque applied along a rotation direction (S2). The stress unit has an elastic wedge (15) in the form of a tab.
