PURPOSE: A frequency resource allocating apparatus in a frequency overlay system and a method thereof are provided to reduce the MAP overhead of terminals.;CONSTITUTION: A base station transmits mini-IDs which are assigned to terminals and additional control information through the first MAP information of the primary FA which is predetermined among plural FAs. The base station includes at least one mini-ID and a resource indicator in the second MAP information of one or more secondary FAs and then transmits it. The terminal obtains the allocated mini-ID through the first MAP information of the primary FA, and then communicates with the base station which obtains a resource indicator corresponding to the obtained mini-ID.;COPYRIGHT KIPO 2010
