A virtual operation and test commander apparatus for an experience accumulation test of unproven MMIS(Man machine Interface System) technology and a control method thereof are provided to perform the experience accumulation test of the unproven MMIS technology by controlling and managing a test schedule and a test environment. A test commander(100) performs a test control function and a test control observation function. A VOC(Virtual Operating Crew)(200) operates a power plant by the same method as the real operation method of the power plant by an operation scenario received from the test control system. A simulator(300) receives a power plant operation control signal from the virtual operation crew. The simulator provides various scenarios generated from the power plant. A device under test(400) is a test object of the unproven MMIS technology according to the control signal received from the virtual operating crew.
