PURPOSE: An apparatus for creating an image character applying korea traditional colors and a method thereof are provided to improve availability of a message by utilizing the image character for the message. CONSTITUTION: An image combination unit(14) loads an image corresponding to a consonant and a vowel from a storage unit(12). The image combination unit places the image in a designated block of a selected composition form. A controller(24) controls transmission and reception about an image character display and an image character message. The controller controls an output of a text character and a voice according to a method selection signal input for confirmation of a received image character.
