An Actinobacillus pleuropneumoniae mutant strain in which apxIIIB and apxIIID genes are provided to manufacture attenuated mutant strain of the Actinobacillus pleuropneumoniae by manipulating apxIIIB and apxIIID gene. A vector for mutant strain of Actinobacillus pleuropneumoniae in which apxIIIB and apxIIID genes are inactivated comprises an area for coding inactivated apxIIIB gene, area for coding inactivated apxIIID gene and area coding positive selection marker. The area for coding inactivated apxIIIB gene comprises a part of apxIIIB gene or entire nucleic acid sequence of Actinobacillus pleuropneumoniae. The area for coding inactivated apxIIID gene comprises a part of apxIIID gene or entire nucleic acid sequence of Actinobacillus pleuropneumoniae.
