PROBLEM TO BE SOLVED: To efficiently estimate a chemical substance contained in a component even when a regulation object substance is added or when the possibility of containing the substance is determined by various factors in order to respect the regulation of limiting the chemical substance content rate or content of the component going in and out of respective companies.SOLUTION: A data acquisition part receives the attribute information of an evaluation object component and the criterion of component classification, the attribute information related to already investigated components and chemical substance information are acquired, and the attribute information and the chemical substance information are classified into a group of the components having the attribute information of the evaluation object component and a group of the components not having it. The statistic values of the content rates of a specified chemical substance in the respective component groups are calculated, a difference of the statistic values in the component groups and the criterion are compared, and the attribute information is extracted. The attribute information of the already investigated components that matches with the entire extracted attribute information and the chemical substance information are extracted, and the statistic values such as an average value related to the chemical substance content rates of the components are calculated.
