PPROBLEM TO BE SOLVED: To provide a turn-up bladder in which the outer peripheral surface of the drum used on adhesion of the carcass band is attached to the peripheral surface of a band drum consisting of end cylindrical surfaces each arranged at both ends in the axial direction, a central cylindrical surface being larger in diameter than the end cylindrical surfaces and arranged in the central part in the axial direction and intermediate tapered surfaces each connected with the cylindrical surfaces in the conical face, and its part corresponding to the intermediate tapered surfaces fits the intermediate tapered surfaces without production of raised parts, and a method of manufacturing the bladder. PSOLUTION: The turn-up bladder 30 consists of a central inner-peripheral section 31 extending from on the end cylindrical surface of the band drum to on the tapered surface in the axial direction, an end inner-peripheral section 32 extending from the central inner-peripheral section 31, outward in the axial direction, and an outer section 33 arranged outside the above inner-peripheral sections in the radial direction.
