PROBLEM TO BE SOLVED: To provide a carrying away/desertion determination device and a carrying away/desertion determination method capable of correctly distinguishing between object carrying away and object desertion.;SOLUTION: A plurality of sampling points are established on a boundary line of an object detected from an input image. Then, it is determined for each established sampling point whether surrounding luminance is equal to or more than a first predetermined value (for example, 75% or more) or not. If the number of the sampling points where the surrounding luminance is equal to or more than the first predetermined value is equal to or more than a second predetermined value (for example, 50% or more), it is determined that the object has been carried away. If the number of the sampling points where the surrounding luminance is equal to or more than the first predetermined value (for example, 75% or more) is less than the second predetermined value (for example, less than 50%), it is determined that the object has been deserted.
