PROBLEM TO BE SOLVED: To obtain a film-formation treatment agent for a portioning and packaging machine and to provide a film-forming method capable of effectively preventing not only adhesion of a powder (a powdery pharmaceutical in particular) but also transfer of the treating agent itself to the powder, and a portioning and packaging machine coated with such a film.;SOLUTION: The film-formation treatment agent for forming a film at a portion, with which a powder is brought into contact, of a portioning and packaging machine comprises a composition of plural kinds of fluororesins or compounds (F), a silicone oil (S) and an organic solvent (O).
