PPROBLEM TO BE SOLVED: To wholly improve the efficiency of medical care while securing the authenticity of an electronic medical chart. PSOLUTION: A use mode recording section 13 of a controlling device 1 records a current use mode of the medical chart information of each patient by each terminal 2. When switching to an editing mode for the medical chart information of one patient is requested from a second terminal 2B, a terminal selecting section 14 determines whether there is the other terminal (first terminal 2A) which is in the editing mode for the medical chart information. When it is determined that there is the other terminal, the terminal selecting section 14 selects one terminal. When the second terminal 2B is selected, a terminal control section 111 switches the use mode of the first terminal 2A to a browsing mode and switches the use mode of the second terminal 2B to an editing mode. When the first terminal 2A is selected, the terminal control section 111 allows the first terminal 2A to be used continuously in the editing mode and suspends the switching of the second terminal 2B to the editing mode.
