PPROBLEM TO BE SOLVED: To provide a new hydrolyzing, kneading/stabilizing method that efficiently stabilizes heavy metal contained in a heavy metal-containing waste, and to provide a new stabilizer of heavy metal-contained in the heavy metal containing waste.
