PROBLEM TO BE SOLVED: To provide a competition arbitration system removing service competition over a plurality of places.;SOLUTION: The competition arbitration system includes agents arranged in association with a user, a device, and a place. The agents include: communication parts communicating mutually; storage parts storing profile information, which includes state information showing the states of the user, a sensor, the device, and the place, event information showing the change in the states, condition information based on combinations of the states, and service activation information containing processing information to operate the device; and control parts performing processing according to the profile information and received processing information. An agent corresponding to the place is positioned in the place, receives the service activation information from an agent corresponding to the user receiving a service or an agent corresponding to the device, and executes the processing information contained by the service activation information when the respective states of the agents meet the event information and the condition information contained in the received service activation information.;COPYRIGHT: (C)2010,JPO&INPIT
