PROBLEM TO BE SOLVED: To make a starting plan of a plurality of generators satisfying a demand forecast of power and various kinds of restrictions suitably and at low processing load.;SOLUTION: The demand forecast is obtained and an initial plan is obtained that contains an initial value of a starting state value of each of the generators determined according to a time-series demand forecast. Based on the initial plan, a generator subject to correction of the starting state value is determined. Based on a power generation cost formula including the starting state value of each of the generators, a starting state value of each generator is obtained so that the demand forecast can be satisfied and a calculated cost becomes the minimum. In that case, the calculation is made by changing a coefficient of the power generation cost formula so as to make it easy for the starting state values of subject generators to converge on 0 and for the starting state values of non-subject generators, which are generators other than the subject generators, converge on 1.
