PROBLEM TO BE SOLVED: To provide a cotton-centering type cartridge, which can be installed through the easy unsealing of sealed portions without staining a hand at the installation of the cotton-centering type cartridge, in addition, the strength and sealing properties of the sealed portions of which are excellent and further a favorable air exchange can be realized under the state being installed of which into the writing utensil, and the writing utensil in the use of the cotton- centering type cartridge.;SOLUTION: This cartridge is equipped with an ink occluded body 30, in which a cotton member 32 is impregnated with ink, a tube 31, in which the ink occluded body is filled, and blocking films 40, each of which blocks the opening end part of the tube 31 and can be pierced through the insertion of the rear part of the pen body of the writing utensil. In addition, the tube 31 is made of a non-permeable synthetic resin material.
