The device has a measuring- and evaluation unit (1) comprising signal generators (2) for generating radar signals e.g. ultra wideband (UWB) pulse signals, pseudo-random digital sequence and continuous frequency modulated signals, with a center frequency between 300 mega hertz and 300 gigahertz. Transmission antennas (4) couple the signals into a body (5), and receiving antennas (8) receive the radar signals reflected at different layers of the body to be measured. Signal evaluation units (11) carry out detection and quantification of fluid accumulation of the body from measured data.
