The system is designed such that a self-regulating heater is installed in an underground-shaft chamber (2). The underground-shaft chamber is provided with a conical-shaped end cover (6). The underground-shaft chamber is ventilated, where systematic ventilation of the underground-shaft chamber takes place either by internal self-ventilation with ventilators or external forced ventilation by supply air sewer ports and exhaust air sewer ports. Reception and discharge of penetrating liquid e.g. condensation water, takes place in a controlled manner.
