PROBLEM TO BE SOLVED: To provide a hair crimper for a doll or animal-figured toy rich in practicality for easily evaporating water from hair fixed to a hair crimper and rapidly and easily obtaining wavy hair, and to provide a doll or animal-figured toy set using the hair crimper for a doll or animal-figured toy.;SOLUTION: The hair crimper 1 for the doll or animal-figured toy comprises one clamping unit 21 including a sandwiching surface comprising a plurality of recesses and projections and the other clamping unit 22 including a sandwiching surface having a recess and a projection fitted to the recess and projection of one clamping unit where the sandwiching surface of each clamping unit includes a passage hole 3 of not smaller than 10% with respect to a surface area and hair for fixing a state deformed by the application of water by drying is provided.
