PROBLEM TO BE SOLVED: To provide a public lottery ticket management data generation device, which is suitable for sales of public lottery tickets adapted to bagging tickets of the same lottery number of two or more units in one bag.;SOLUTION: "Number division unit"-"set" correspondence data in which one randomly specified set are held in each number division unit in which continuous numbers are divided by predetermined through numbers is generated, and a bagging initial number is randomly determined, for each number division unit, from a plurality of numbers contained in the unit division unit.
