PSOLUTION: When receiving information input 122 from a user authenticated by a user authentication means 101, an input information determination means 103 selects an input threshold master 114 (a learning mode or an normal mode) that is a threshold to determine the validity of the information input 122 according to input history information 113 (the number of successful inputs, a period from a final input date, etc.) of the user. If the validity is low, a warning is given to the user to request re-input, and history information 113 and the value of the master 114 are updated into a more strict value.
