PURPOSE: A method for setting safe speed in consideration of road surface information and a statistical traffic condition and a device thereof are provided to supply safe recommendation speed to a driver, thereby preventing an accident.;CONSTITUTION: A receiving unit(110) receives real time vehicle driving information and information about a road surface condition. A traffic information processing unit(120) calculates traffic state statistical values by a section and a time zone. A road frictional coefficient estimating unit(130) estimates a road frictional coefficient based on the road surface condition and the traffic state statistical values.
