PURPOSE: A method for treating sewage and wastewater and increasing the efficiency of treatment and a method for eliminating sludge and bad odor are provided to increase the fungus body number of microorganisms by using culture medium in which powdered spore conversion microorganisms are cultured. CONSTITUTION: Culture medium(1), in which powdered spore conversion microorganisms are cultured, and powdered spore conversion microorganisms are mixed with synthetic resin raw materials. An initial sewage and wastewater introducing part, a complex fermenting bath(7), a settling bath(8), and a sludge liquefying bath(9) are formed in a sewage and wastewater treating process. A culture medium storing bath(4) is further installed. Culture medium in the culture medium is introduced into the initial sewage and wastewater introducing part, the complex fermenting bath, and the sludge liquefying bath. Synthetic resin complex microorganism media is introduced into the complex fermenting bath. The synthetic resin complex microorganism media and powdered spore conversion complex microorganisms are activated. The starter number and the fungus body number of the microorganisms are increased.
