PURPOSE: A ground transition measuring system by measuring a reference location and method thereof are provided to accurately measure coordinates of a transition measuring device from coordinate information of a reference measuring unit.;CONSTITUTION: A ground transition measuring system by measuring a reference location comprises reference measuring devices(200,300) and transition measuring device(100). The reference measuring devices comprise individual coordinate information. The transition measuring device confirms whether a displacement of an object is existed or not after setting self-coordinates by receiving the coordinate information of the reference measuring device. The reference measuring device is composed of two or more reference measuring units comprising a GPS terminal unit and wireless communication unit. The GPS terminal unit receives independence coordinate information.
