PROBLEM TO BE SOLVED: To automatically analyze a power value range for determining power saving.SOLUTION: On the basis of an appearance frequency of a power consumption value periodically acquired in each receptacle within a fixed term, a power class generation section 13 ranges the power consumption value and generates a resultant range as a power class. On the basis of a power consumption value included within each generated power value range, the power class determination section 13 identifies a power-off class and a normal class and registers each class in a power class DB 18 while defining a power class between the power-off class and the normal class as a power saving class. Thus, the power class (power saving class) for determining power saving can be automatically analyzed independently of equipment connected to the receptacle, and can be registered in the power class DB.
