PPROBLEM TO BE SOLVED: To provide a hydraulic fluid power-saving effect evaluating device and a power-saving effect evaluating method using the device capable of setting various operation conditions and simulating the power-saving performance of various actual machines quite well. PSOLUTION: The hydraulic fluid power-saving effect evaluating device includes an oil tank; a hydraulic pressure generating part including a hydraulic pump for boosting a hydraulic fluid fed from the oil tank, and an electric motor for operating the hydraulic pump; and an operating part including an actuator part operated by the boosted hydraulic fluid fed from the hydraulic pump, and a load part for applying a load to the actuator part. The hydraulic fluid power-saving evaluating device further includes an electric power meter which is a hydraulic device to which the oil tank and hydraulic pump, and the hydraulic pump and actuator part, are directly or indirectly connected through hydraulic fluid feed piping respectively, for measuring the electric motor power consumption of the hydraulic pressure generating part.
