A solvent-based activating agent composition (60) which is to be applied to a printing pattern layer (40) on a transfer film (20) for water pressure transfer printing in order to activate the printing pattern layer (40) and which comprises a resin component, a solvent component and a plasticizer component, characterized in that the plasticizer component is at least one selected from among benzoic ester based plasticizers and phosphoric ester based plasticizers. This composition can avoid the use of dibutyl phthalate, which is a substance of very high concern for environment load, and ensures excellent plasticization of a resin component, good throwing power of a transfer film to a substrate article, excellent adhesion of a printing pattern layer to a substrate, and reduction in the bleeding of a plasticizer from the surface of an article printed by water pressure transfer, thus enabling good water pressure transfer printing.
