PURPOSE: Foreign substances removing device and method for an offshore oil field production pipe are provided to improve the productivity of an entire mine lot and a production pipe by removing foreign substances such as wax and a hydrate.;CONSTITUTION: Foreign substances removing device(100) comprises a cleaning pipe(110), a winch(120), a steam supply part(130), a nozzle(140), and an inhibitor supply part(150). The steam supply part comprises a steam generator(131) and a steam compressor(132). The inhibitor supply part comprises an inhibitor tank(151) and an inhibitor pump(152). The inhibitor melts foreign substances with respect to the cleaning pipe or controls the reformation of the foreign substances. The nozzle moves with the cleaning pipe which is inserted into a production pipe.
