PURPOSE: A manufacturing method of submerged-state fermented allium victorialis and fermented allium victorialis are provided to increase antioxidant activity, SOD like activity, DPPH radical scavenging activity and etc and have an excellent antidiabetic effect, thereby being used for the prevention or treatment composition of diabetes or diabetic combination disease. CONSTITUTION: A manufacturing method of fermented allium victorialis comprises: a step of extracting allium victorialis; a step of filtering and concentrating the extract; a step of reacting the concentrate with enzyme by treating the concentrate with -herbzyme; and a step which cultures the product of previous step with at least one microorganism selected from a group consisting of saccharomyces cerevisiae, aspergilus oryzea and aspergillus niger. A prevention or treatment composition of diabetes or diabetic combination disease includes fermented products which are fermented with at least one microorganism selected from a group consisting of saccharomyces cerevisiae, aspergilus oryzea and aspergillus niger.
