PURPOSE: A burr removing device and a burr removing method are provided to conveniently remove burrs formed on at least one of a front end portion and a rear end portion of a strip in the progressive direction of the cut strip.;CONSTITUTION: A burr removing device includes a burr confirmation unit (30), a position measuring device (40), removal units (50, 60), and a control unit (70). Each of the removal units includes a shear knife (51), a vertical transfer unit (53), a horizontal transfer unit (55), and a guide (57). The shear knife is arranged on the upper part of at least one of a front end portion and a rear end portion of the strip and includes a piezoelectric element (58) which is transformed by being in contact with the strip and generates power.
