PROBLEM TO BE SOLVED: To provide an information management support system, an information management support method, an information management support program, a personal information management system, and a personal information management program, which are for submitting personal information to a submission destination agency while suppressing leaking of the personal information even in the case of submitting the personal information to a relevant agency.;SOLUTION: An government agency server 10 selects a specific value in response to a request from a user terminal 30 and generates a cryptographic key using a secret key. Receiving the cryptographic key from the government agency server 10, a support server 20 calculates the specific value to compute a compressed key and transmits the cryptographic key to the user terminal 30, which uses the cryptographic key and a personal number as personal information to generate an encrypted personal number. The support server 20 uses the encrypted personal number to generate an encrypted personal number character string to provide the user terminal 30.
