PROBLEM TO BE SOLVED: To provide a tuner switching apparatus and the like capable of seamlessly performing tuner switching.SOLUTION: A switching apparatus stores data in a buffer while decelerating an output speed of a tuner to a viewing terminal, the tuner being a switching source under outputting to the viewing terminal, determines whether one detected scene is present in the stored data of a tuner of a switching destination, synchronizes output timing of the tuner of the switching source with output timing of the tuner of the switching destination, and switches output to the viewing terminal to the tuner of the switching destination at a time point when the one detected scene is outputted to the viewing terminal.
