PPROBLEM TO BE SOLVED: To provide an inexpensive base isolation structure for reducing shaking caused in a structure by an earthquake or the like, a design method of the base isolation structure, and a building having the base isolation structure. PSOLUTION: The base isolation structure 24 includes a base isolation bearing 20 and a semiactive damper 22. The semiactive damper 22 sets a state capable of assigning a resisting force of FSB0/SBor -FSB0/SBto an upper structure 16 based on the positive/negative stroke displacement δ, constant α and stroke speed δ' of the semiactive damper 22. Thus, the semiactive damper 22 functions as a spring when the stroke displacement δ is large, and functions as a damper when the stroke speed δ' is large.
