PROBLEM TO BE SOLVED: To automatically discriminate a video frame from packetized video and estimate a video quality evaluation value using the discriminated video frame with high accuracy.;SOLUTION: The present invention is the one which calculates the number of PUSIs within a unit time on the basis of TTS time information, video frame rates and PUSIs in an input packet, and discriminates a video frame by using the calculated value divided by a video frame rate as the number of PUSIs one video frame would have. Furthermore, the information amount of the video frames thus discriminated is calculated, and assuming a group of video frames having the largest information amount to be an I frame, the one which most frequently appears at I frame intervals is made the basic GoP length by applying a shortest distance method, in which way the type of video frame per video frame is estimated. A video bit rate is calculated from the information amount per video frame, and video quality immediately after coding is derived from the calculated bit rate. Video frames for which a packet loss occurred are discriminated, and a degraded video frame length is calculated from the lost video frames and the type of video frame, whereby video quality is objectively evaluated from the coded video equality and the degraded video frame length.;COPYRIGHT: (C)2013,JPO&INPIT
