PROBLEM TO BE SOLVED: To provide a technique for enabling a coding amount to be estimated for each frame rate and establishing an efficient coding amount control design method based on the estimated coding amount.;SOLUTION: Four model parameters are inputted. Based on them, a cost function is determined, where the cost function consists of the inverse of the frame rate used for the calculation of prediction error power, the inverse of square root of the frame rate, the first power of the frame rate, and a constant term. A calculation expression obtained by multiplying the logarithm of the cost function by the frame rate is derived. Based on the derived calculation expression, the coding amount occurring when a video image is coded at a given frame rate is estimated. By using the estimation technique, the coding amounts occurring when the video image is coded at a plurality of frame rates is calculated, the coding amounts are compared with those becoming constraint conditions, thus estimating the maximum frame rate achievable under the constraint conditions of the coding amount.;COPYRIGHT: (C)2008,JPO&INPIT
