A text-reading device comprises: a visual line detection means (3) for a driver; a storage means (15) for storing a visual line when the driver is looking at a display device (2); a gaze determination means (16) which determines that the driver is gazing at the display device when a detected visual line and a stored visual line coincide with each other for a prescribed period of time or more; a speech conversion means (17) for outputting the text information on the display device via speech on the basis of a command; and a reading control means (18) for issuing a command when the text information is displayed on the display device, a vehicle starts to move, and the driver is gazing at the display device.
