PROBLEM TO BE SOLVED: To make it possible to accurately grasp a river flow that is input data on a hydraulic power plant power generation plan and to create an operation plan of other power generation facilities including a thermal power plant even if a river flow prediction error is large.SOLUTION: A water system planning apparatus for drafting a hydraulic power plant power generation plan, comprises: prediction-error calculation means 90 calculating a prediction error of a river flow from an actual value and a predicted value of the river flow; planning-time-interval selection means 100 selecting a time interval small in the prediction error from the prediction error of the river flow; input-data conversion means 110 converting input data for drafting the power generation plan at the time interval selected by the planning-time-interval selection means 100; and water-system-plan drafting means 120 drafting the power generation plan on the basis of the converted input data.
