The present invention relates to a river water level measurement device installed in a pier of a river or a stream and enabling a user to easily and precisely observe a water level situation with the naked eye during the night or the rain. The river water level measurement device comprises: a watermark(11) formed on an outer surface of the pier (P); an indication member (20) vertically ascending and descending in the front side of the watermark (11) and indicating the current water level; a float (40) to lift the indication member (20); a guide member (30) enabling the float (40) to smoothly and vertically be moved. A noctilucent material having different colors for each emergency situation step of the water level is coated on the watermark (11).
