PURPOSE: An inflow and outflow measuring device capable of continuously measuring the inflow/outflow and the content of underground water is provided to separately form an underground water content measuring device and an underground water inflow/outflow measuring device, thereby independently measuring the content and inflow/outflow of the underground water.;CONSTITUTION: An inflow and outflow measuring device capable of continuously measuring the inflow/outflow and the content of underground water comprises a chamber(10), an underground water content measuring device(20), an underground water discharge amount measuring device(30), a first pressure sensor(71), and a second pressure sensor(72). The chamber is installed in a lower part and river water is filled in the chamber. The water contained in the inside of the underwater content measuring device is discharged to the chamber when a losing stream is generated so that the underwater content measuring device measures a water level drop(h1).
