PROBLEM TO BE SOLVED: To reduce labor for work for stabilizing a posture of a balance in a speed governor.;SOLUTION: A speed governor 20 comprises a first magnet 40 (an example of permanent magnet) disposed facing on the side of a balance holder 62 at a balance wheel 33 of a balance 30 supported by a bottom board 61 and the balance holder 62 and a second magnet 50 (an example of magnet substance) disposed in a range where it faces the first magnet 40 when the balance 30 performs periodic motion.
