PROBLEM TO BE SOLVED: To allow for filling the test section with water.;SOLUTION: A first plug 10 and a second plug 11 that expand by pumping air are connected to a compressor C through a first vent pipe 12 and a second vent pipe 13. A water flow pipe 14 penetrating the first plug 10 and having an outlet projecting toward the second plug 11 is connected to a water supply pump P2 through a water supply tube 17 and to an exhaust pipe 19 penetrating the second plug 11 and projecting toward the first plug 10. An tip of a projection portion 19c of the exhaust pipe 19 is provided with a float 20 floating on the water.
