PROBLEM TO BE SOLVED: To provide an ammonia oxidation decomposition catalyst having excellent characteristics regarding the cold start properties of ammonia oxidation decomposition, and a hydrogen production method and a hydrogen production device using the catalyst.SOLUTION: Provided is a hydrogen production method where, when an ammonia oxidation decomposition catalyst 20 containing one or more kinds of catalyst metals selected from the group consisting of Ru, Co, Rh, Ir and Ni and a zeolite carrier carried with the catalyst metal(s) is contacted with a raw material gas L1 containing ammonia and oxygen, so that the ammonia is subjected to oxidation decomposition to produce hydrogen, the oxidation decomposition reaction of the ammonia is started utilizing the heat generation by the adsorption of the ammonia to the zeolite carrier.SELECTED DRAWING: Figure 1
