PROBLEM TO BE SOLVED: To confine a passage permission area for business trippers to a passage permission area of an acceptance department in an organization in which plural business offices exist and departments exist as subordinate parts in each business office.;SOLUTION: A passage authority acquirer 1021 acquires acceptance department passage authority information, which represents an acceptance department passage permission area that is a passage permission area of an acceptance department for accepting business trippers, and business tripper passage authority information which represents a business tripper passage permission area that is a passage permission area for business trippers in a business office to which the acceptance department belongs. A passage authority collator 1022 collates the acceptance department passage authority information with the business tripper passage authority information, and extracts an overlap permission area in which the acceptance department passage permission area overlaps the business tripper passage permission area. A passage information management unit 103 produces business tripper passage information representing a business tripper and the overlap permission area.
